NEW LEGISLATION ON GARDENING AND HORTICULTURE

 Adoptedon 15April 1998 Federal law № 66-FZ «On the horticultural, gardening and dacha noncommercialassociations of citizens» [1], despite numerous amendments and additions, inrecent years began to be criticized, that required significant changes in thecontent of the law.

Duringthe public hearings organized by the Public chamber of the Russian Federationand other public organizations, as well as scientific conferences and «round tables»with participation of deputies at the federal level and in constituent entitiesof the Russian Federation developed the draft of the new legislation, which waspassed by the State Duma on 20 June 2017 and approved by the Federation Councilon 25 July 2017 and signed by the President of the Russian Federation of 29 July2017 as the Federal law № 217-FZ «On the conduct of the citizens ofhorticulture for their own needs and on amendments to certain legislative actsof the Russian Federation» [2].

Inconnection with the adoption of this law the Federal law № 66-FZ of 15 April1998 «On the horticultural, gardening and dacha non-commercial associations ofcitizens» has been repealed. Completely Federal law № 217-FZ of 29 July 2017will come into force from 1 January 2019.

Thepresent article sets out a brief analysis of the content of the norms of thenew Federal law, as well as of amendments and additions to other federal lawsdirectly and indirectly regulating relations in the field of horticulture.
