PRINCIPLES OF STATE REGULATION OF AGRICULTURE IN THE REGION
Functioning and development of market mechanisms, integration processes in agricultural production sphere should occur taking into account national, public, branch interests that demands creation of the effective mechanism of regulation of agrarian relations, agriculture and other branches of agriculture on the basis of base scientific principles. Taking into account features of object of regulation the author's methodological approach to allocation of levels of formation of principles of state regulation of agriculture of region is offered. Necessity of allocation of three levels of formation of principles of regulation is proved: general or methodological, applicable to regulation as to management function; the general or branch regulation of a branch economic mechanism reflecting feature; Private or special state regulation of agricultural production reflecting specificity at level of separate region. Principles of regulation of regional agricultural production are systematized. On the first, methodological level for a basis it is necessary to apply traditional principles of classical, scientific management. At the second, general level main principles are: the prime account of nation-wide and national interests, a priority of development of agriculture; conformity to modern economic conditions, maintenance of development of multi-structure and competitive agriculture; legislation observance, maintenance of a stable relation with functions and managerial process by agriculture; complex character, unity of methods of regulation; orientation to achievement of the maximum aggregate effect; Stability, sequence, continuity, scientific validity of system of regulation; practical value of system of regulation of agriculture. On the third, private level main principles are: conformity of regional system of regulation of agriculture to the nation-wide; the account of a level of development in region of agriculture, financial institutions, credit-bank system; the account of features of agriculture, food maintenance and consumption in the region; maintenance of development of agriculture in the conditions of priority development base for region of branches of economy; the account of conditions of formation of the competitive environment of a regional agrocomplex and its exit on the food markets.
