The modern scientific ideas about food independence and food security at the regional and Federal levels

 The state food self-sufficiency is formed by regional selfsufficiencies, regional ability to produce different types of 

products. Therefore, this term is reasonable to use for assessing the current state of and forecasts of regional agri-food systems. For Russian conditions created as a result of large-scale 

reform, the population food security is primarily due to the increase in food self-sufficiency that would guarantee people the 

right to affordability and access to quality domestic products. 

Considering the large geographic size of the country, with the 

objective existing regional differences in climatic factors, population density, the level of industrial development, the absence 

of effective state regulation in the agricultural sector territorial 

specialization, and others factors, it is quite logically to raise 

the issue of solving the problem of food security at the regional 

level. In a system of independent and significant elements of 

food security at the national and regional levels (physical and 

economic accessibility, food independence, self-sufficiency, 

etc.) the element “food self-sufficiency” should be a priority 

to ensure the economic and political security of the country. 

Taking the abovementioned into account, the overall conclusion 

is that the definition of “food security” should reflect the national characteristics of each country — the level of economic 

development, including agricultural sector, household income, 

dimensions of the state etc.
