The problems of development of geographically clustered multipliers in agriculture: theoretical and methodological aspects
The articleconsiders some problematic tasks and conditions of formation of regionalclusters in the agro-economic system and their main “core” — geographicallyclustered multipliers. The essence of agro-economic system stability isformulated, augmented with an expression of innovation in the enactedlegislative and regulatory, organizational, technical, technological, socialand economic solutions. The reasons holding the development of still imperfectintegration processes in agroindustrial complex back are exposed; they aresupplemented with psychological irresponsiveness of peasantry to theintegrators and latifundists occupying large areas of agricultural land. Thearticle considers certain principles, which the process of operation anddevelopment of regional clusters is based on, supplemented with a principle of“competitive compatibility on the market models”. The main reasons for holdingthe process of optimal distribution of income in the integration units claimingto the “rank” of a cluster, derived from an innovation and synergies effectamong which a difference of market models (in which organizations under theintegration operate) should be considered as the main, are formulated. It isproved that the main basis for the development of regional clusters inagroindustrial complex should be a system of civilized forms of agriculturalcooperation (like farming). There were presented and justified the fiverequirements to be met by a geographically clustered multiplier. An order ofthe territorial clusters formation in agro-economic system of the region,including 8 tasks, is given, and the criteria, on the basis of which it isreasonable to select the organizations applying for the regional clusters, areformulated. In conclusion, the conditions, which will determine thesustainability of regional clusters, including the level of sustainability ofinnovative development of geographically clustered multipliers ensuring thepreservation of their competitive advantages in the agricultural market, arepresented.
