Resource potential of the food supply of autonomous districts of Tyumen region
On the example of the Khanty-Mansi and Yamal-Nenets autonomous districts possible schemes of the food
supply of the population of northern and arctic regions are considered. The food security of autonomous districts, trends in
the agricultural production is analyzed and the following conclusions are drawn: a sufficient food supply for the population
of these areas is possible due to the availability of basic foodstuffs from other regions of Russia and imports, and to stimulate
the development of agricultural industry in the Far North is necessary to strengthen public support not only of agricultural
enterprises, but also other categories of farms, which will fully provide the population with fresh full-fledged food, as well as
how to solve economic and social problems of the rural population. The author’s version of the calculations of the total demand
of autonomous regions on the main types of agricultural products and the possible regions, including the following information:
agricultural producers in the south of the Tyumen region and the neighboring regions. In the conditions of the WTO delivery
of the corresponding food from these regions can be organized according to the scheme of the state order. It is assumed that
inefficient agricultural production and its elimination as a non-competitive can be prevented if the government part of the finance
used for the solution of social problems will direct to the support of uncompetitive agricultural local production. To implement
this proposal it is offered to realize the formalized opportunity cost recovery scheme for the reimbursement of expenses used
for the subsidies of agricultural products due to the potential costs to social problems arising from the bankruptcy of agricultural
producers.
