OPERATION EVALUATION OF THE ORGANIZATIONAL AND ECONOMIC MECHANISM OF INNOVATIVE DEVELOPMENT OF THE DAIRY PRODUCT SUBCOMPLEX ORGANIZATIONS
Operation of organizational and economic mechanism of innovative development calls for a necessity to assess the activity, finding for it specific indicators. Implementation of this approach involves setting of limited (the maximum allowed) or appointed (fixed) operating costs (or the volume of resources used) simultaneously with a goal. Method of assessing the effectiveness of meeting the goal contains in itself a comparison of the subjective (goal setting) and objective (actual results). By this method, the goal is seen as something given, so the degree of its achievement characterizes mostly a quality of impact, rather than a quality (content) of the goal, which is also the result of a process. It is considered possible to carry out a comparison of indicators characterizing the operation efficiency of the organizational and economic mechanism of innovative development of dairy product subcomplex with the highest and average industry indicators. These figures should be compared for regions with a similar size, economic and climatic conditions. In other cases, the figures should be adjusted taking into account relevant factors. The performance indicators can also be compared for several time frames. Operation evaluation of the organizational and economic mechanism of innovative development of dairy product subcomplex allows to diagnose, prevent deviations arising during its operation, identify the causes of inefficient operations and poor use of the potential, to identify ways to improve efficiency.
