COST ESTIMATE FOR THE CREATION OF NETWORK OF PROTECTED AREAS
The results of analysis of the normative-guidance documents for the creation of protected areas, technical and economic indicators of the design and operation of various types of protected areas (PAs) in order to determine the calculation formulas for the evaluation of minimally enlarged the necessary capital and operating costs for the establishment of nature reserves, natural (ethno natural) parks and sanctuaries for the conditions of the Khanty-Mansiysk Autonomous district — Yugra. This article presents the structure of capital investments and operating costs for PAs. We have identified two types of costs. The value of the first cost linked to the size of the area PAs, the value of the second cost associated with PAs. Capital construction and acquisition of equipment and vehicles (about 70 % of total capital investment) occupy the largest share in the structure of capital investments. The value of capital investment depends on the area of specially protected natural territories. It is determined by the type of PAs and ranges from 1000 to 4100 thousand rubles the size of the capital costs associated with the size of the area PAs. The capital costs associated with the development of the territory and the preparation of the project are interrelated with the size of the area of Special Protected Natural Areas (SPNA). Specific cape is from 2.8 to 6.1 thousand rubles/ha. Wages social contributions occupy the largest share (over 70 %) in the cost structure. The amount of the salary costs of staff and transport costs faced: for reserve — 9.7 thousand rubles/ha, for natural Park — 9.9 per thousand rubles/ha, for reserve — 5.6 thousand rubles/ha. Some costs do not depend on PAs area and are as follows: for reserve — 2450 thousand rubles, for a natural Park — 11300 thou- sand rubles, for reserve — 437 thousand rubles. The authors made a conclusion about the possibility of using formulas to estimate the financial resources for the development of a regional network of PAs of the Khanty-Mansiysk Autonomous district — Yugra. Using these formulas it is possible in other climatic zones. The amount of expenses for the establishment and operation of pro- tected areas is necessary when assessing the effectiveness of their work.
