NEW APPROACHES IN THE DEVELOPMENT OF AGROLEASING RELATIONS

The authors point to the destruction of the technical capacity of agricultural producers, which occurred during the years of modern agroreform. The purpose of research is clarification of the essential aspects of the concept of “agricultural leasing” and to identify the most effective options for leasing transactions carried out in the sphere of agriculture. Write-off of equip- ment in most of the agricultural organizations was ahead of its entry in the 3–5. Due to the low yield ratio of effective demand in the need for retrofitting equipment tractor fleet business entities AIC is 5-8 %, and only financially stable households, this figure exceeds 30 %. Researcher’s arguments prove the effectiveness of the mechanism agroleasing which builds harmonious relationship between the manufacturer of agricultural equipment, the lessor and the lessee in the face of agricultural produc- ers. The monitoring of ways to acquire equipment leasing, leasing companies in a variety led to the conclusion that the lease (in modern terms) for a period of ten years from the use of the federal budget is the most beneficial for the lessee than leasing involving bank loan for a period of three years (in the case, where the leasing company is established at a bank or uses in its activities attracted funds from other sources). Recommendations to improve the effectiveness of state regulation of leasing rela- tions at the regional level among the priorities of the regional budget support and provide such direction as regional agricultural leasing, conducted at the expense of the regional budget (up to 15 % of the total regional aid); technical subsidies provided at the expense of the regional budget, direct the payment of the first lease payment, and in some cases to provide low-profit farms pay 30 % of the carrying amount of the lease for the first year of the lease contract; to amend the existing legislation on enabling agricultural commodity producer to reimburse the lease payments products produced on equipment leased.
