DISTINCTIVE FEATURES OF ORGANIZATIONAL AND ECONOMIC MECHANISM DEVELOPMENT FOR REPRODUCTION OF SKILLED PERSONNEL IN AGROINDUSTRIAL COMPLEX

In the transition period to the market economy, the research related to the reproduction of skilled personnel becomes important. Despite the significance of research work, the issue of skilled personnel reproduction remains relevant both for agroindustrial complex and for the whole complicated system of national economy. The basis of the system of quality agrar- ian university must be put to a process-oriented approach, which assumes that the desired result is achieved more efficiently when the various activities of the educational institution and related resources are managed as a process. The essence of the implementation of the process approach is that the organization, in this case the agricultural university should be considered as a set of interrelated and interacting processes, and management of the institution should be implemented by controlling these processes. To prepare highly qualified specialists in the educational organization must be a quality management system to en- sure its smooth functioning and continuous improvement to meet changing internal and external conditions. Given complicate the situation with the staff in agroindustrial complex, despite efforts by the government, universities and employers, there is a need to improve human resources policy at the regional level. The proposed an article directions for improving elements of organizational-economic mechanism caused by special conditions of the transition period in a developed system of market relations. To agroindustrial complex function effectively in the market conditions, it is necessary to create a system of training in which he felt would be a lack of highly skilled professionals. Modern frames must be competitive specialists who are able to effectively manage agricultural production and, therefore, able to transform the village, to provide working conditions and quality of life of their fellow villagers.
